Absolutely, I don't remember SF having poor air quality at all, and the bay is beautiful. I totally fell in love with that city when I went. I'm putting my vote in for San Fran. Do eet.

I live in the mountains of NC so I can't give you a fair judgement of air quality since our's is usually pretty good comparatively (not to be snobbish). SF does have its bad foggy days which makes it hard to take pictures and see the bay sometimes, but I didn't notice it have bad air quality compared to LA.
