Edit: Also, the graphic of the iceberg isn't really accurate. There are only two nets - indexed pages and non-indexed pages. There's no such thing as "Mariana's Web" and any of that other stuff people like to talk about. Just clearnet and darknet.

Does anyone know how to assign qualifications to workers if they haven't done hits for you before?

Lol yeah I know that, but I can't see any way to assign qualifications if they're not listed as past workers. Only thing I can think of is getting the csv format and uploading the IDs with the rest of the info fake. Guess this is what the API is for, was hoping to avoid it though.
