I think they just named it wrong in the radio button list. Fictional but not place or character seems like it would be Fictional Entities That's my guess, but don't take my word for it I haven't heard that from him
That's it. It's an organization, so it's the third option on the list. The instructions explicitly note organizations and all other kinds of fictional entities. FOr example, I had one that was the Central City Police Department. Central City is a fictional place, but the police department is an organization in said fictional place, so option #3.
