Basically it's just an open book quiz. Open the quiz link. Open the instruction manual link, then open the videomaker application. After that scroll down for the instruction manual and it will give you instructions on how to use the application. Just follow the instructions and after you're done playing with the application go back to the quiz and answer the questions. You can also do the quiz while you're doing the tutorial, it doesn't really matter.

I was a little confused myself until I realized you could scroll down for the guidelines.
