Sorry, never really ran into that problem. It should be just a 1-800 number. Sometimes I'll get a busy signal or "call forwarding failed" message, which usually means someone else is on the line with them.

 

You can find them on Ebay stores for half that.

You have to enter the validation code you get at the end of the call before you can click the bubbles. Also, if you are using Chrome, in the upper right hand corner of the address bar, you may have a grey shield. Click that and select "Load anyway" otherwise you won't be able to submit. If you don't have the shield, that's a good thing, don't worry about it.
