Why is requesting a qualification so confusing??

I want to do several German language HITs, since I speak German fluently. There are several hits that I know I'm capable of doing which require a qualification. There's a way to request it, but when I click on "request" a message says there's no test required for this qualification. That doesn't make sense. What requester would grant a foreign language qualification to someone without making sure they know the language?! I never get a response from the requester either. Is there something I'm missing or is this just a classic Catch-22 thing??

That simply means he has no automated test, and he wants to control access to his HITs.

He may have had a test in the past that you are unaware of, and simply has all the workers he needs at present.

Yeah, that makes sense, thanks. It seems like it would be simple thing for the requesters to set up an automated reply that conveys this info!
