They seem to be handing it out more or less weekly now, if in small amounts. Got to suspect there is some kind of formula now (not that they'd tell us what it is of course). hits_approved>50K, rejections<1%, been turking for at least a year, no blocks, whatever. Then just periodically run some script that finds people who meet the criteria. Hence the 1000 people getting it at once after that incredibly long masters-free break, and now the odd person getting over some magic threshold each week.
