Mine was rejected I knew that I should have returned it. I clearly didn't understand what I was supposed to be doing.
I started with a high quality picture and then reduced its size to 100 x 100. I just went to the site you mentioned and did the same so lets see if it looks any better. But chose to optimize it at "best quality"

You can chose the best quality and see if it can optimize it within the allowed size of avatar. Otherwise, you will have to lower the quality.

I haven't had a rejection in a long time. It always amazes me at how it makes me second guess every HIT I do for awhile after a rejection.
