basically you should do 23 searches for google partners and enter everything you find.
go to the provided search, set it up witch budget and co, search and expand, repeat for the other cities/country and then enter the data you found.

 

the instructions are kind of confusing but my understanding has been that you should search all the cities and enter one that is only in that city for the one it gives you

I open tabs for all of them and go to one on the list for the city then control f the other cities to make sure it isn't in any of them and make sure to only use each one once

that's what I did last time they were up a couple days ago and all my hits were approved then they post another batch with the same instructions

so really in my view at this point if i'm doing them wrong it's on them more than anything

 

to the best of my understanding he wants agencies that are specific to one city

I do one for the city listed in the hit,but I also quickly make sure it isn't in the other ones too
