it's like impossible from within TO. if you set it up with him as a hit, go to the hit in your status page for today and when you hover over the arrow for the TO ratings, there's a link at the bottom to leave a review...

Yea, a lot of people are having issues and no one knows how long the deal is going to last so the sooner the better. And I doubt steam or other sites will have a better deal.
