Not to me - but I have not asked, either. Denying the IP is not perfect but it'd be a step. If it were me in his seat I might not bother though, depending on how your ISP has DHCP set up it could just be a matter of cycling your endpoint (or less) to get a new addy. Moderating new registrants is both a PITA and a philosophical-political change that I doubt that anyone would want to see.

Really though, if you're letting stuff bother you so much then it's better to look at what is so wrong with you that you're bothered by whatever someone is saying. Because if someone does bother you so much ALL you have to do is hit the ignore which I'm pretty sure only takes a few seconds. Having to make the Site admin step in should be the absolute last resort.
The good ol unplug the router trick if your DHCP lease is a short span like 24 hours, Most people aren't that eager to inconvenience themselves in order to inconvenience others there's instant ways of getting around an IP ban but my suggestion was moderating new registers if the problem ever got out of hand, Generally Internet protocol numbers never lie in the case of looking them up and determining if they are some phony vpn or tor connection or what have you. Plus I doubt it would ever get that way but if the person is so stuck on being an asshole emailing an isp with their internet protocol number and the word "harassing" generally will get that users attention when they see their internet is off for a brief time until they call in.
...which works for people with static IPs but fails for people with dynamic IPs. If IP bans actually worked, forum administrators would use them.
Most dynamic IPs don't change now a days for month periods ofcourse each isp is different but this isn't the 90's with dial up each connect you get issued a new ip, like I said the objective is too not make it easy for the person, standing back and letting a user or users disrupt a forum is no way to go.
And how would you know who connects by what method? A solution exists already: (1) Add the “trolls” to your ignore list or (2) Exercise self-control and ignore them
Add them to an ignore list for them to only reregister 2 days later and disrupt the same users again, as I stated above looking up newly registered users if it ever became problematic, when doing an internet protocol number look up all IP's tell what isp the user is connecting from what city, what state etc etc. IP bans are pretty effective when a user is a 16 year old kid trying to get his rocks off on disrupting users, haven ran forums and currently running one now with nearly 900 users contributing, I have a pretty good understanding of how to deal with problematic users having done so for awhile now including all of the methods I just spoke of, but im sure Andy or whoever the mods are here can do the same thing they've been doing just expect the same results.
About 10 years ago I was on a message board that didn't even have an email enforcement. They could ban a screen name, but you could just go back 10 seconds later with another screen name, and put whatever the heck you wanted to as your email because they didn't even check it. It didn't even have to be real. I made some good internet friends on it who are now my facebook friends, but I have to say that trolling on that board was FUN.
You don't need to ban an entire block of IPs to get rid of one user being that there is only a few hundred ips in a block and that there is billions of IP addresses it's safe to say if you did do an ip block, blocking that users block that out of a few hundred IPs that you blocked someone wanting to get in this forum but couldn't because the other user ruined it for him, it be like the odds of hitting the lottery, but yes there's ways around everything of course I just take proactive approaches toward getting rid rather than sitting back, a small problem can become a big one in time.
Liberty Talking about trolls, lets not forget the amount of spam that shows up on this forum. I have never seen as much on the other forums I am active with. They have new user restrictions like first 10 posts are moderated and they let senior posters like myself flag postings and/or temporarily ban posters for 24 hours. Someone earlier mentioned the trade off between liberty and security, which is all too evident here where liberty reigns supreme and security is almost non existent. Any restrictions on trolls should also address the spam problem.
Ofcourse proxies exist essentially that is what a web proxy is like I stated earlier, but there is firewalls you can install that will block most attempts of a user trying to access a register page by a proxy, that doesn't weed out a virtual private network or tor but eliminates some of it.
